myVocs box Registration

When mvb is hooked up to a fully function shibboleth config, the registration process will always be an external facing shibboleth application. Whatever application does registration is essentially working with the originating idp, since this is where the user (ie. identity) is coming from. It doesn't matter what application is actually doing the registration, it can't be internal to vo system environment because that simply doesn't make sense. Regristration is always an external facing function of a system environment.

At present, registration is managed by Sympa. This means that the /sympa URL needs to be configured to be part of the external face of mvb, just like the /shibboleth-idp/SSO URL.
